Posting in Hindi, CM Sai framed the policy around a clear hierarchy of values: 'योग्यता को अवसर, अनुभव को सम्मान और विद्यार्थियों को गुणवत्तापूर्ण शिक्षा' ('opportunity for merit, respect for experience, and quality education for students'). The revised framework translates each of those principles into hard, specific rules — not aspirational language.

Domicile preference, experience points, and displaced lecturers

Three concrete changes anchor the policy. First, when two candidates score equally, a native resident of Chhattisgarh gets automatic priority — a tie-breaker that addresses longstanding concerns about out-of-state applicants displacing local talent. Second, guest lecturers who have completed a minimum of five months of teaching in a single academic session at a state university earn an additional 5 marks, directly rewarding sustained classroom experience over paper qualifications alone.

Third — and perhaps the most politically significant — displaced guest lecturers will now have a structured route back. Under the new framework, those who lost their positions will be considered for redeployment on vacant posts based on their accumulated experience. That provision addresses a long-running grievance among contractual teaching staff who found themselves jobless when earlier appointment cycles were disrupted.

From period-based to working-day honorarium

The policy also scraps the old period-based honorarium system — payment calculated on the number of class periods taught — and replaces it with a working-day based honorarium. The shift sounds administrative, but it matters enormously to a lecturer whose pay previously vanished on days when classes were cancelled, exams ran, or timetables shifted. Daily attendance now counts. Stability replaces unpredictability.

Indian states have periodically revised guest faculty rules to clear recruitment backlogs and lift teaching quality in public universities. Chhattisgarh's move follows that broader pattern — but the explicit redeployment clause for displaced lecturers and the domicile tie-breaker give this revision a sharper edge than most routine updates.
