Government Reports 98.5% Digitisation of Land Records in Rural Areas; Modernisation Initiative Extended to 2026

New Delhi, Dec 26 (NationPress) The government revealed on Thursday that it has accomplished the digitisation of record of rights for 98.5% of the available land records (with the exception of some northeastern states and Ladakh) in rural areas. The ‘Digital India Land Records Modernisation Programme’ (DILRMP) has been extended until March 2026, with an allocation of Rs 2,428 crore released to states/UTs from 2008-09 to 2024-25, as stated by the Ministry of Rural Development.
Furthermore, 1,150 projects have been approved across 28 states and 2 UTs (Jammu and Kashmir and Ladakh), with Rs 4,574.54 crore (56%) of the central share disbursed as of December 20, according to the ministry.
In September 2024, the department initiated a new scheme titled "NAtional geospatial Knowledge-based land Survey of urban HAbitations (NAKSHA)" under the DILRMP, aimed at creating land records in urban territories as a pilot project in 150 cities nationwide.
The government explained that this pilot initiative is being carried out with the active collaboration of the Revenue and Urban Development departments of states/UTs and is slated for completion within a year.
A financial provision of Rs 193.81 crore has been set aside for this programme. It is anticipated that this initiative will clarify land ownership and address land-related disputes in urban settings, the government stated.
Concerning the digitisation of maps and field measurement books, 95% of these documents have already been digitised.
Cadastral maps have been integrated with the Record of Rights in 72% of villages throughout the country.
The registration of land and property has been computerized under DILRMP to the degree of 96% of sub-registration offices (SROs). The integration of Revenue and Registration records has been finalized in 89% of SROs across the nation, as reported by the government.
An innovative strategy adopted in DILRMP is the assignment of ULPIN/ Bhu-Aadhaar (Unique Land Parcel Identification Number) to land parcels. Up to now, ULPIN has been assigned to 23 crore land parcels.
