Maha CM Fadnavis sets Jan 26 deadline for MahaDBT 2.0, Aaple Sarkar 2.0 launch
Synopsis
Key Takeaways
Maharashtra Chief Minister Devendra Fadnavis on Thursday, 15 October 2026, directed all state government departments and MahaIT to work in close coordination to ensure citizens can access government services seamlessly through a unified digital platform. The official launch of MahaDBT 2.0, Maitri 2.0, and Aaple Sarkar 2.0 has been set for 26 January 2027, with all pending tasks to be completed by 31 December 2026.
Key Directives from the Review Meeting
Fadnavis chaired a high-level review meeting focused on streamlining and consolidating state services across the three portals. He stressed that the platform's backend must be robustly developed in accordance with Governance Process Re-engineering (GPR) standards to ensure effective ground-level service delivery. Departments were specifically instructed to avoid making frequent changes to requirements during the development phase — a common bottleneck in past e-governance rollouts.
MahaIT has been tasked with aligning all technical developments with departmental needs and establishing a time-bound redressal mechanism for operational challenges. Once a proposal receives High-Powered Committee approval, the concerned department must issue an official Government Resolution (GR) within 3 days and follow reverse timeline planning to clear backlogs.
What the Platform Will Deliver
Once fully operational, the automated platform is expected to reduce daily administrative workload on state departments by 50 per cent, eliminating the need for citizens to physically visit government offices. Out of 1,222 services reviewed, 723 have been rationalised — including removing 32 non-services, 83 obsolete services, 51 immediate services, and consolidating 333 duplicate or supplementary services. Processing for the remaining 467 services across 46 sub-departments is underway following committee approval.
Notably, nearly 130 schemes across various state corporations will be brought onto MahaDBT 2.0 under standardised applications, broadening direct benefit access for Maharashtra's residents.
New Initiatives Under the Digital Push
Several new features are being bundled into the platform. A data-driven model will proactively identify prospective pension beneficiaries, with 8,90,000 potential beneficiaries already identified statewide. Integration between the Sports E-Certificate system and the State Education Board will automate the inclusion of verified sports grace marks directly in student exam results.
The government also plans to launch MahaHostel — a consolidated platform for over 1,700 hostels under 9 departments — alongside a unified registration portal with a 'One Contractor, One ID' framework covering all government procurement and contracts.
Service Centre Overhaul Across Maharashtra
Of 32,479 active service centres statewide, 17,517 have submitted reports meeting standardised criteria, with verification complete for 12,824 centres. Centres are now being classified into four tiers — 'Smart', 'Capable' (Saksham), 'Emerging' (Udayonmukh), and 'Striving' (Prayatnashil) — evaluated on application volume, operational days, approval rate, public feedback, and quality standards. Outstanding 'Smart' centres will be formally honoured on 26 January 2027.
The Benchmark for Success
'Receiving direct, positive feedback from citizens confirming that services are good and hassle-free is the true benchmark of this digital platform's success. Merely achieving technical completion will not suffice until citizens experience a positive transformation,' CM Fadnavis stated at the meeting. The remark signals an intent to shift accountability from launch optics to measurable citizen outcomes — a challenge that has historically tripped up large-scale e-governance initiatives in India. With the Republic Day deadline now publicly committed, the pressure on MahaIT and participating departments is significant.
