The United Nations Office for Disaster Risk Reduction (UNDRR) has commended Mizoram for its proactive disaster risk reduction efforts and offered to connect the state with international experts, facilitate cross-border knowledge exchange, and spotlight its best practices on global platforms, officials said on Tuesday, 28 July 2025. The endorsement came after Mizoram Minister for Disaster Management and Rehabilitation Prof Lalnilawma met UNDRR Special Representative of the UN Secretary-General (SRSG) Kamal Kishore in New Delhi.

During the bilateral discussion, Minister Lalnilawma outlined Mizoram's distinct disaster risk profile — one shaped by recurrent landslides, rock falls, earthquakes, environmental degradation, and accelerating climate-induced risks. He briefed Kishore on the state government's push for risk-informed urban planning and the mandatory geotechnical investigations now required under strengthened building regulations.

A key proposal tabled was the planned development of Thenzawl in Serchhip district as a 'Peace City' — a deliberate strategy to redistribute developmental pressure away from the congested capital Aizawl. SRSG Kishore appreciated these proactive steps and, according to officials, expressed UNDRR's readiness to help the state scale its good practices internationally.

Regional Conclave and Sendai Framework Alignment

Both sides discussed a proposed North-East Regional Disaster Management Conclave to be hosted by Mizoram later this year. The conclave aims to build a coordinated disaster risk reduction strategy across the Northeastern states. The meeting was also framed around advancing the Sendai Framework for Disaster Risk Reduction, the globally agreed blueprint for cutting disaster losses through 2030, reinforcing Mizoram's alignment with international commitments.

NDMA Meeting: Earthquake, Landslide and ASF Proposals

A day earlier, on Monday, 27 July 2025, Minister Lalnilawma held a separate meeting with senior leadership of the National Disaster Management Authority (NDMA) in New Delhi. Discussions reviewed the progress of proposals under the National Earthquake Risk Mitigation Programme (NERMP) and the National Landslide Risk Mitigation Programme (NLRMP), along with the status of mitigation projects submitted by the state.

Notably, the minister apprised the NDMA of severe economic losses caused by the African Swine Fever (ASF) outbreak and formally requested that ASF be notified as a disaster — a classification that would unlock financial assistance for affected communities. The NDMA also encouraged the state to expand community-based preparedness through the Aapda Mitra programme and strengthen school disaster management plans.

The NDMA reaffirmed its commitment to extending technical guidance and institutional support to Mizoram for implementing disaster risk reduction initiatives. Officials stressed the importance of risk-informed land-use planning, resilient infrastructure, enforcement of building by-laws, and community awareness as foundational pillars of a disaster-ready state.
